Shekarau advised against arming the proposed state police force with firearms.

Ibrahim Shekarau, a former governor of Kano State, is advising the federal government to reconsider the idea of arming the proposed state police force with firearms and other potentially harmful weapons. All 36 state governors, along with the presidency, have come to a unanimous decision to implement state policing in response to the growing security threats in Nigeria. Senator Shekarau, the former Minister of Education, voiced concerns about certain potential dangers that could arise from this decision.

He stated that the decision could lead to increased political violence and unrest in multiple states if the state police proposal is not implemented carefully. While appearing on Arewa Radio in Kano on the night of May 2, 2024, Shekarau expressed his worry regarding the ongoing political violence in various states. He emphasized his concerns about the escalating violence during the broadcast. He claimed that politicians were the main backers and advocates of the majority of the atrocities.

Importance of ensuring that the officers have no access to firearms.

Despite reaffirming his endorsement for the establishment of the state police, the Sardaunan Kano emphasized the importance of ensuring that the officers do not have access to firearms or other hazardous weapons. During his time as the state governor, he recommended restructuring the police to operate similarly to the Kano State Hisbah Board in order to effectively tackle social issues in the area while remaining decentralized. Shekarau also criticized the federal government’s student loan policy.

During his statement, he said that it imposed overly strict conditions that were difficult for the average Nigerian student to meet. He emphasized the fact that students are required to have impractical amounts of money in their bank accounts as a form of security. He stated that, due to that particular circumstance and several others, the vast majority of Nigerian students will struggle to qualify for the loan. Therefore, Shekarau called on the federal government of Nigeria for reconsideration.

Police forces are typically distinguished from the military.

In his statement, he requested the elimination of certain stringent requirements in the legislation in order to provide greater access to the necessary assistance for Nigerian students. Law enforcement agencies are authorized groups of individuals appointed by a government to uphold laws, maintain public order, and safeguard the well-being of the general population. This typically involves ensuring the security, welfare, and property of residents, as well as deterring criminal activity and social unrest. Their jurisdiction includes the ability to detain individuals and employ force sanctioned by the government’s exclusive right to exert power.

The concept is typically linked to the law enforcement agencies of a country that have been given the authority to enforce the laws of that country within a specific area. Police forces are typically distinguished from the military and other groups involved in protecting the country from outside threats, but gendarmerie units are an exception to this distinction as they have dual roles in both military and civilian policing. Funding for police forces typically comes from taxpayer dollars as they operate as public sector entities.

Additionally, in many areas, police departments are established and financially supported by government entities. The specific governing body overseeing police operations can differ depending on the location and may be at the national, regional, or municipal level. Certain countries have law enforcement agencies that cover the entirety of a particular area, with their authority determined by the nature of the offense or specific situations. Firearms, specifically handguns, are commonly carried by police officers as part of their regular duties in various jurisdictions.
