US, Nigeria partner on use of AI in military

To promote the responsible use of Artificial Intelligence (AI) in military operations, the U.S. State Department has partnered with Nigeria, highlighting a shared commitment to the ethical deployment of advanced technologies. Mallory Stewart, the U.S. State Department’s expert on arms control and stability, has been actively collaborating with important figures in Nigeria, such as the Ministry of Foreign Affairs, Ministry of Defence, National Security advisor, civil society, and representatives from the Economic Community of West African States (ECOWAS).

During her visit to Abuja, Stewart emphasized the importance of adhering to international laws when promoting the use of AI. These key points sparked discussions on the ethical deployment of AI technology. She pointed out the dangers of using AI without regulation, highlighting the human bias found in AI systems that can result in decision-makers receiving misinformation. This underscores the importance of establishing strong ethical guidelines to oversee the use of AI, especially in critical areas such as military operations.

Several industries’ productivity will be enhanced with advanced technology.

Collaboration between the United States and Nigeria on artificial intelligence is not new. The U.S. government recently reiterated its support for Nigeria’s AI strategy by allocating resources to strengthen the country’s AI research and Innovation infrastructure. As a result, both countries have signed a Memorandum of Understanding (MoU) to boost interactions between their AI institutes, demonstrating a stronger partnership in its advancement. In addition to military uses, the U.S. Department of Commerce is eager to work with Nigeria on important issues like data management, secure digital infrastructure, Renewable Energy solutions, AI governance, computing resources, and developing digital skills related to AI.

This comprehensive strategy aims to guarantee that advancements in AI are not only handled responsibly but are also available and beneficial in different industries in Nigeria. It is increasingly being utilized in militaries worldwide, with its ability to transform decision-making processes, analyze data, and improve workforce interactions. In nations such as Japan, AI is perceived as a remedy for issues related to an ageing populace, while elsewhere, it is leveraged to boost operational effectiveness and strategic decision-making capabilities.

AI deployment in the military has sparked controversy, particularly in conflict areas like Gaza. There are reports of AI being used to target militants with minimal human involvement. Ethical concerns have been raised over the consequences of AI-driven decisions, which have led to significant collateral damage and civilian casualties. Stringent regulations and ethical guidelines are essential when it comes to using military AI. The United States has taken a leading role in this effort, spearheading a coalition of 31 countries, including Australia, France, Canada, and Germany. Together, they have signed a declaration to set up rules for the use of AI in military situations.

China and Russia, two major global military powers, are notably missing from this coalition, which includes the United States as one of the top military capabilities in the world. Resistance to military AI deployment in the tech industry is on the rise despite efforts by the government. Google DeepMind faced opposition from around 200 employees this year who urged the company to end its military contracts. They claimed that these partnerships go against the company’s ethical principles regarding AI and hinder its goal of leading with responsible AI practices.
