In a renewed initiative to address the pervasive issues of drug trafficking and substance abuse, France has committed to enhancing its cooperation with Nigeria. The commitment highlights the collective obligation of nations to confront the global threat posed by illicit drugs, thereby protecting communities both domestically and internationally. This was revealed following several weeks of rigorous training conducted for Nigeria’s National Drug Law Enforcement Agency (NDLEA) officers by the French National Police tactical unit, referred to as RAID. This event represented the third exercise of its kind within two years, thereby further reinforcing the partnership.
During a courtesy visit to the headquarters of the NDLEA in Abuja, Mr. Phillipe Crespo, the French Police Attaché to Nigeria, led a delegation of French specialists, which included Tony Albaladejo, Messrs. Phillipe Barrau, and Cedric Hocquette. The training conducted at the NDLEA Academy in Jos, Plateau State, exemplified the increasing collaboration between the two nations. Phillipe Crespo praised Brig. Gen. Buba Marwa (Retired), the Chairman and Chief Executive Officer of the NDLEA, for his unwavering dedication to fostering collaboration with both domestic and international partners.
Support and capabilities of the NDLEA Academy were commended.
Speaking further, he recognised the agency’s operational achievements, which have not only protected Nigerian communities but also prevented substantial drug shipments from reaching Europe and other regions of the globe. Crespo underscored that France’s assistance, facilitated by the French National Police, will persist in strengthening Nigeria’s initiatives. He suggested formalising the partnership through a Memorandum of Understanding (MoU) in the forthcoming year, which is a strategy initiative anticipated to enhance the efficiency of future collaborations.
Also, in discussing the results of the training, Philippe Barrau, a French technical expert, commended the expertise, attention to detail, and professionalism exhibited by the officers of the NDLEA. He emphasised the opportunities for reciprocal learning, observing that both parties contributed distinct skills and perspectives. Barrau also commended the support and capabilities of the NDLEA Academy, which he characterised as pivotal in facilitating the smooth implementation of the program. Brig. Gen. Marwa conveyed his sincere appreciation to the French government for its unwavering support.
Operational effectiveness of the agencies will be enhanced.
Reflecting upon his visit to the RAID headquarters in France in 2022, Marwa detailed the circumstances surrounding the collaboration’s initiation. They are currently observing the third training session, which has significantly enhanced their operational effectiveness. Marwa underscored the global scale of the drug issue, asserting that no individual nation possesses the capacity to address it in isolation. He characterised the collaboration between Nigeria and France as an illustration of international cooperation, particularly in the context of confronting transnational threats.
He emphasised the wider impacts of the partnership, referencing the cordial relationship between President Bola Tinubu and President Emmanuel Macron. In light of the escalating efforts to combat drug trafficking, the proposed MoU is anticipated to formalise and broaden the scope of collaboration. He expressed his approval of this initiative, indicating his willingness to enhance the relationship between the NDLEA and its French peers. The global effect of the NDLEA’s actions is highlighted by its success in intercepting big drug consignments bound for Europe.
