FG mandates NIN for its subsided rice

In response to the growing food emergency, the Nigerian government has introduced a new initiative designed to make rice more accessible to its population. This program will offer 30,000 metric tonnes of processed rice at a reduced price of ₦40,000 for each 50kg bag. At the launch event, Abubakar Kyari, the Minister of Agriculture and Food Security, spoke on behalf of President Bola Tinubu, emphasising that rice will be provided under a strict one bag per person policy to guarantee equitable distribution and avoid hoarding.

Kyari remarked that this initiative to provide food is a necessary reaction to the economic difficulties the country is enduring. The administration has established a uniform cost, intending to improve accessibility to this essential food item in light of increasing prices. Kyari emphasised that this measure is part of a broader strategy the current government is implementing to tackle the escalating expenses of food products. He clarified that by introducing 30,000 metric tonnes of rice into the market, they aim to decrease the price and simultaneously bring down expenses for various other food products.

Cross-functional task force will ensure fair allocated.

A dedicated government unit has been formed to guarantee clear distribution procedures. This group will authenticate the identities of purchasers through their NINs as well as phone numbers to avoid duplicate acquisitions by one person and to make certain that the program aids as many citizens as possible. The establishment of this cross-functional task force ensures that the subsidised rice is allocated fairly and justly, along with safeguards to combat Fraud and improper use.

Haruna Sule, who is the Director of Strategic Grains Reserve within the Ministry of Agriculture, outlined how the distribution process will function. To qualify, buyers need to show a legitimate NIN at specified selling locations. Civil servants are able to utilise their Integrated Payroll and Personnel Information System (IPPIS) information, whereas other individuals must supply their NIN or mobile number. Sule explained that when a buyer’s National Identification Number (NIN) is entered into the database, a distinctive code along with a Treasury receipt will be produced.

This receipt will indicate the scheduled time and place for picking up rice, ensuring no Overcrowding occurs. At the designated collection area, purchasers will show their code to the designated officials to obtain their assigned rice. Distinguishing the sales area from the collection area is vital to ensure organisation and avoid misunderstandings. This significant addition is intended to bolster rice availability and help lower the prices of various food items, thus offering vital support to those struggling economically.

Following a previous effort in July, the government has initiated this program to distribute rice at subsidised prices. At that time, Minister of Information Idris Mohammed revealed the selling plans, directing civil servants to register to buy the rice through the Ministry of Special Duties and Inter-Governmental Affairs. Unfortunately, this initiative was abruptly halted without any clarification. With the revival of this initiative, the government is releasing 30,000 metric tonnes of rice, which is the amount that would fill 1,000 trucks, each carrying 30 tonnes into Nigeria’s marketplace.
